<br />. <br /> <br />DRAFT <br /> <br />September 3,2002 <br /> <br />G,e/v: 0,;1~G- <br />r-e v 151' h-? 5 <br /> <br />SCOPE OF WORK FOR A STUDY OF THE <br />COLORADO RIVER RETURN PROJECT (CRRP) <br /> <br />Introduction <br /> <br />At its July 2002 meeting, the Colorado Water Conservation Board (CWCB) heard presentations <br />from staff and several Board members regarding the need for new water storage and delivery <br />projects in Colorado, The Board directed the CWCB staff to develop a scope of work for a <br />reconnaissance level study of the Colorado River Return Project (CRRP), or as it is sometimes <br />called, "The Big Straw Project", <br /> <br />If approved at the September 2002 Board meeting, this Scope of Work (with any revisions suggested <br />by the Board) will be incorporated in a Request for Proposals (RFP) to be distributed in mid- <br />September to consulting firms. A meeting of the staff with interested consulting firms is tentatively <br />scheduled in September. Proposals will be due in two months following distribution ofthe RFP, <br /> <br />At the November 2002 meeting the Technical Committee and staff will request the Board's approval <br />for funding of the study to be included in a special 2003 water projects bill for CRRP, A Technical <br />Committee composed of CWCB Board members and staff will review the proposals and present a <br />recommendation for a study consultant to be approved by the Board in January 2003, Work on the <br />study is expected to begin in early-2003 following legislative authorization. <br /> <br />Consultant selection will be based on written proposals and on interviews with those firms that are <br />selected as a result of the Technical Committee review of the written proposals. Consultant selection <br />criteria will be described in the RFP. <br /> <br />This study is consistent with the role of the Board as defined in Sections 37-60 and 37-92 c.R.S. and <br />the CWCB Strategic Plan (page 5) as revised and re-adopted in March 2002 that includes: <br /> <br />· Establishing policy to address state water issues, <br />· Conduct investigations and surveys to gather data and information looking toward the greater <br />utilization of waters of the state [37-60-106(1)(c) and37-60-115, c.R.S,], <br /> <br />Study Objectives <br /> <br />The study will focus on the following specific areas: <br /> <br />Reason for the Study <br />Explain the need for the CRRP relative to the current drought, growth along the front range of <br />Colorado, availability of water on the west slope, and the importance of utilizing the State's <br />compact entitlements, , ' ' <br /> <br />Setting <br />Characterize the current physical, institutional, legal, political and social setting for the CRRP <br />development in Colorado and the challenges that are presented by each factor. <br /> <br />Flood Protection.
