Evans <br />CWCB Director <br /> <br />DATE: <br /> <br />July 21, 2000 <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />SUBJECT: Agenda Item 22c, July 24-25,2000 Board Meeting <br />Gunnison Basin Issues <br /> <br />Aspinall Unit and Operations <br /> <br />The Aspinall Unit (Blue Mesa, Morrow Point and Crystal Reservoirs) is one offour <br />initial storage units (Glen Canyon, Flaming Gorge, and Navajo are the others) <br />constructed under the Colorado River Storage Project Act of 1956 (CRSP A), CRSP A <br />was enacted: <br /> <br />"In order to initiate the comprehensive development of the water resources of the Upper <br />Colorado River Basin, for the purpose, among others, of regulating the flow of the <br />Colorado River, storing water for beneficial consumptive use, making it possible for the <br />States of the Upper Basin to utilize, consistently with the provisions of the Colorado <br />River Compact, the apportionment's made to and among them in the Colorado River <br />Compact and Upper Colorado River Compact, respectively, providing for the <br />reclamation of arid and semiarid land, for the control of floods, and for the generation of <br />hydroelectric power, as an incident of the foregoing purposes, " <br /> <br />In short, to assist the Upper Colorado River Basin States in meeting their delivery <br />obligation to the Lower Colorado River Basin States of 8.23 maf annually, to provide <br />water for beneficial consumptive use and to generate power revenues to help pay for <br />participating storage projects under CRSP A. Blue Mesa holds approximately 829,000 <br />AF of live storage (940,232 AF total) and has a generating capacity of 98 MW, Morrow <br />Point holds I 17,025 AF of live storage (117,] 90 AF total) and has a generating capacity <br />of ]46 MW, and Crystal holds] 7,536 AF oflive storage (25,236 AF total) and has <br />generating capacity of 30 MW, <br /> <br />The Colorado River Management Work Group meets 4 or 5 times a year to develop the <br />Annual Operating Plan for Colorado River Reservoirs (AOP), The process for <br />
