No Enforcement Agreement shall be <br />effective to limit the discretion of the Board until that agreement and all of its terms <br />are reviewed and ratified by the Board, Upon ratification, the Director may execute <br />the agreement and the agreement shall be binding upon the Board for the term set <br />forth in the Enforcement Agreement. <br /> <br />b. Public Review Process, The Board shall follow the public review process set forth in <br />Rules ll.a - ll.c prior to any Board decision to ratifY an Enforcement Agreement <br /> <br />11. PUBLIC REVIEW PROCESS. The Board shall follow the public review process set forth <br />below prior to any Board decision requiring public review, <br /> <br />a. Public Notice. Except as otherwise provided in the Rules, official notice of all Board <br />actions under these Rules shall be provided through the agenda of each regular or <br />special Board meeting. <br /> <br />b. Public Comment SJJbject to RHle 5.52Except as otherwise provided in Rule 5.k, at a <br />regular or special meeting, the Board shall consider public comment on the <br />recommended ISF action prior to the Board action on the recommendation in any or <br />all ofthe following manners: <br /> <br />(I) Oral and/or written comments maybe directed to Staff. When such <br />comments are made, Staff may summarize these comments to the Board, <br /> <br />(2) Oral and/or written comments, subject to reasonable limitations established by <br />the Board, may be made directly to the Board during the public meeting, <br /> <br />25 <br />
