<br />, <br /> <br />the USGS to expand, refurbish, redesign, and create new gages as well as develop cooperative data collection <br />projects that meet the needs of all three agencies and other stake~older interests. <br /> <br />During the past three years, the CWCB has utilized a portion of available Severance Tax Operational e <br />Account monies to fund some of its gaging needs. However, the CWCB's responsibilities affect areas <br />throughout Colorado, which are not always in areas affected by the minerals and mining industries. In addition, <br />the CWCB needed to develop its own gaging program to address program specific missions. <br /> <br />Last year, the DWR requested $298,000 from the ConstJtuction Fund for the FY 01-02 Satellite <br />Monitoring System. This request was for the first year of a 10-year program to replace 310 Data Collection <br />Platforms (DCPs), In addition, a portion of the funds is being used to repair and refurbish existing stream <br />gages. New technology, which will ultimately increase reliability and real time data transmission rates, requires <br />the DWR to upgrade its older outdated DCPs over the next 10 years, Eventually, these older DCPs will not <br />meet the requirements imposed by the National Oceanic and Atmospheric Administration (NOAA) which <br />operates the satellite used by the DWR. As equipment cOsts escalate each year, there wi1l1ikely be a <br />corresponding request in the amount of funding required t<l me$t the needs of the system. <br /> <br />Discussion <br /> <br />The CWCB's proposed Gaging Program is a collaborative effort between the Board's Flood Protection <br />section, Stream and Lake Protection section and Water SUj:lply protection section, as well as the DWR, USGS <br />and other stakeholders, The program consists of the followingielements: <br /> <br />1, Support the DWR in their effort to maintain compliance with new satellite remote sensing technologies <br />through the ongoing refurbishment and replacement Progr~. a <br />2. Development of new stream gaging methodologies through research and advances in technology ,., <br />3. Flood Hardening of existing stream gages throughout the state <br />4. Upgrade and maintain gaging and survey equipment, and computer hardware and software required for <br />stream gaging data collection and analysis and provide staff training as new gaging technologies are <br />developed. <br />5. Upgrade existing Colorado gaging stations to telemetry c~pability; improve real time access to the data; and <br />install new gages when required for CWCB and/or DWRjprograms. <br /> <br />Gaging Program Goals <br /> <br />The CWCB's overall gaging program is currently being refined as part of the five year strategic planning <br />effort and will focus on the following more generalized issues and goals: . <br /> <br />. Development of a process by which the CWCB, DWn., USGS and other stakeholders cooperatively <br />. <br />strengthen Colorado's gaging program, while meeting th~ needs and missions of all entities. Such a process <br />requires regular meetings to enable the CWCB and other ~ntities to be informed, especially in instances <br />when the USGS, DWR, and/or other entities can no longer fund a gage that may be important to one of the <br />CWCB program areas. <br /> <br />" <br /> <br /> <br />. Development of a comprehensive list of streams that the .cWCB has identified for gaging, and coordination <br />with other entities for usage and cost sharing purposes. e <br /> <br />Flood Protection.
