A non-reimbursable investment from the Severance Tax <br />Fund was approved by the Board, the MEGA Board, and the DNR Executive Director's office for inclusion in the <br />200 I Long Bill that was enacted by the Colorado General Assembly, Work on the Manual is currently in progress <br />by WRC Engineering, a private consultant under contract with the CWCB. The consultant is working on phase I of <br />the manual at this time. Unfortunately, the Severance Tax funds have a one-year time limitation for expenditure <br />that is not compatible with the schedule for completing the manual. CWCB Flood Protection staff now requests a <br />non-reimbursable investment from the Construction Fund to complete Phase II of this very important Manual. The <br />Manual will help guide local floodplain administrators, government engineers, consulting engineers, developers, <br />and others with statewide drainage and floodplain related projects, ill addition, it will help provide some <br />consistency in methodological approaches to hydrology and other technical aspects of drainage and floodplain <br />studies and projects. <br /> <br />The manual's contents are designed to benefit the state's 63 counties and the cities and towns in those counties, <br />The Project objective is to develop a comprehensive drainage and floodplain management tool that contains <br />information to assist a variety of users. It will provide benefits that: I) standardize studies and projects to meet <br />local, state, and federal requirements, 2) unify study efforts for more consistent results, 3) provide technical <br />information for consultants, floodplain managers, local officials, and other users, 4) guide project development <br />and implementation, and 5) assist communities and their engineers to meet the requirements of the Board's <br />rules and regulations for the designation of 100-year floodplain information. <br /> <br />Reauest <br />The Staff requests that the Board consider a $150,000 non-reimbursable investment from the Construction Fund <br />to continue work and complete Phase II of the Statewide Drainage and Floodplain Management Criteria <br />Manual. <br /> <br />Flood Protection.
