SAUNDERS: <br /> <br />formation of this bill and, in part, I guess <br />it is due to the fact that I don't yet under- <br />stand where that guarantee is in it that all <br />of the projects in western Colorado will be <br />constructed even though they are not authorized <br />in this legislation. We in the River District <br />feel quite strongly that over the years the <br />northwestern part of the state, for instance <br />the Yampa and the .1hite Rivers, has been <br />rather badly neglected in the authorization of <br />projects. He understand that this came about <br />because the studies at that time were not <br />complete so they could be included in 485. <br />Nonetheless, in 485 was included, for example, <br />the Juniper and the Yellow Jacket and yet they <br />are years behind some of these other projects <br />in studies. We are quite concerned that even <br />with this Act we may not be able to get all <br />of those projects off the ground and going <br />unless some language is included in here, by <br />Colorado, that would guarantee that construc- <br />tion. <br /> <br />I <br /> <br />I understand, and I know very little <br />about this congressional procedure, but I <br />think that Colorado should go before the <br />Congress with the very strongest bill they <br />can get so if they get in a bind back there <br />they have something to back off of as opposed <br />to having to back off of this bill which is <br />practically minimal as far as we are con- <br />cerned. <br /> <br />Thank you." <br /> <br />"Thank you, Ken. <br /> <br />The next speaker is Mr. Glenn Saunders." <br /> <br />u 11r.
