<br />. <br /> <br />December 12, 2005 <br />Page3ofl5 <br />Working Draft for Discussion <br /> <br />General Working Principles <br /> <br />Proposed revised and expanded guidelines are based on the following water <br />management principles. <br /> <br />. <br /> <br />l. Full Ranee of Operations. The proposed revised and expanded guidelines <br />must be for the full range of Lake Mead operations. not just low reservoir <br />levels. More specific guidelines should be adopted for the determination <br />of surplus and shortage conditions, and thus the normal condition. As <br />directed by Congress, the LROC would be reviewed every five years. <br />2. Consistency with the Decree. Operations must be consistent with the <br />Decree. All water delivered from the Colorado River in the Lower Basin <br />would be water controlled by the United States, as defined in the Decree. <br />Therefore. the Secretary may only release water to the states under three <br />conditions: normal, shortage, or surplus. Water within any state's <br />apportionment under the Decree that is not requested by it can be released <br />to another state pursuant to Article II (B)6 of the Decree. <br />3. Priorities During Shortage. Priorities for deliveries during a shortage <br />condition in the Lower Basin, including Mexico, should be consistent with <br />the 1968 Colorado River Basin Project Act, water delivery contracts, the <br />1944 Treaty with Mexico, and the Decree. <br />4. Augmented Water Supplies. The guidelines should accommodate the use <br />of water supplies that have augmented the Colorado River water supply. <br /> <br />Unused Basic Apportionments <br /> <br />. <br /> <br />Before making a determination of a surplus condition under the revised and <br />expanded guidelines, the Secretary would determine the quantity of apportioned <br />but unused water from the basic apportionments under Article II (8)(6), and <br />would allocate the water in accordance with Section 1.8. of the existing ISG. <br /> <br />3 <br />
