<br />You will recall that at the last Board meeting, we discussed HR 1714. This is a bill sponsored by
<br />Representative Hefley that would authorize some changes in operations of Fryingpan-Arkansas
<br />Facilities and would authorize a feasibility study for enlargement of Pueblo Reservoir and Turquoise
<br />Lake, This bill is part of the Southeastern Colorado Water Conservancy District's (SECWCD's)
<br />effort to make additional storage space available in the Arkansas River Basin for future needs.

<br />You will also recall that the SECWCD added some language to the bill that was intended to clarify
<br />that Pueblo Reservoir could be used to provide storage space to facilitate the pilot water banking
<br />program mandated by HB 01-1354, Representative Hoppe's Water Banking bill. The language, as
<br />initially written, had some shortcomings that caused concern by the CWCB Board and others. You
<br />asked me to work with Steve Arveschoug to revise the language to resolve the concerns.

<br />r have been working with Steve since the Board's last meeting in May, and have reached an
<br />agreement on some revised language. It is attached (Section 9). I believe this language is
<br />satisfactory and will accomplish our objectives regarding the pilot water banking program, I will
<br />discuss the language in more detail with you at our Board meeting in Montrose later this montb. In
<br />the meantime, jf you have questions or want additional information, please contact me.

<br />The tentative plan calls for fIR 1714 to be scheduled for committee hearing in September. At that
<br />time amendments would be introduced to make the revisions necessary,
<br />
