- ..

. A "Project Study Plan" was developed to address these basic objectives.

.

.

The feasibility report will be a complete document to be used by the non-federal sponsor, the
Corps of Engineers, and if necessary, the U.S. Congress, to approve the selected recommended
plan. The feasibility report will provide a complete presentation of the study analyses and
investigations. The findings of the study and its recommendations will provide a sound basis for
decision-makers to determine options and alternatives that will best assist the State of Colorado
in meeting its future water and flood needs. .

DETAILED STUDY COST AND SCHEDULE
A study budget was developed for the major tasks which are presented in.the project study plan.
The total estimated study cost is $1,984,684.00. This cost is allocated to three funding sources
which are sponsor in-kind; sponsor cash; and federal cash. These allocated costs are federal cash
- $992,342; sponsor cash - $499,570 and $492,772. These allocations are shown by fiscal year in
Figure No.1. A work breakdown cost for each task and sllb-task has been prepared to
substantiate the total study cost.

A detailed study schedule has been developed as is presented in the project study plan.

PROGRAM STATUS
The "Request For Proposal" (RFP) has been announced by the Corps of Engineers. It was the
consensus of the Corps, Board staff, and the Chatfield Study Group to obtain the professional
services of a consultant for the accomplishment of the Study objectives. The Board is an active
partner with the Corps in all phases of the Study.

Present priority items. are:

. Proposals due - February 12, 1999
. Review proposals and rank firms - February 18, 1999
. Consultant study contract - March 1, 1999
. Select steering committee members - March 1, 1999
. Speech to the American Water Resources Association - March 19, 1999
. Project kick-off meeting - April 1, 1999

STAFF RECOMMENDATION

There is much interest for this study from basin flood and water interests.
