Evaluation of these programs in the Denver Water area have shown small <br />incremental increases in snowpack at relatively low costs per acre-foot to develop. Many of the <br />sponsoring entities in these programs are water conservation and water conservancy districts. These <br />sponsoring entities have requested state assistance to cost share in the operational year programs. The <br />Utah Division of Water Resources revolving loan fund has offered these grants and cost shared with <br />the water users since 1976. The CWCB staff requests $20,000 for the CWCB construction fund to <br />create a demonstration project that would divide the funds evenly among the projects that have water <br />conservation and conservancy districts as project sponsors. This would be the equivalent of $3,333 to <br />the San Juan Mountains Program, Upper San Miguel Drainage Program, Gunnison County Program, <br />the Grand Mesa Program, Upper Gunnison Tributaries Program (proposed for fall-spring 2003-04), <br />and the Central Rockies Program (Upper Arkansas WCD). This is a one-time grant request to see if <br />such a program is needed or will be utilized by Colorado water users.
