The subcommittee will reconvene in March to re-evaluate the draft guidelines. The EP A will
implement a public input process before the guidelines are printed in the Federal Register. A copy
of the A WW A Model Guidelines for Water Conservation Plans is available upon request.

Recommendation

Staff has recommended to the subcommittee the desire to support a flexible approach to the
development of guidelines for water conservation planning. The Staff has also requested the EP A to
address Stale's water rights issues in the development of the guidelines. Colorado, like 18 other
states, has a water conservation program already in place. Not all of the 18 states require water
conservation planning. The separate document would provide guidance to states that do not have a
state program in place.
