Our draft provides that he must make a report
within one year of another plan, but he is
authorized to include the prepayment of facili- I
ties in his plan so that the Central Arizona
Project would be assured of a power supply. .
We have changed the Senate bill to that extent
in our draft and we think it is superior to the
Senate provisions.

That, gentlemen, is the situation in a
nutshell. "
