"Yes. They are in this new draft and they
are essentially what I gave y'Ou. That's ab'Out

talk about, first 'Of all, the importati'On
problem and how we can res'Olve that. What are

MR. SPARKS:

"I think, Mr. Chairman, that there have
'Only been twe paints that have created a great
problem, a nati'On-wide problem as far as this
legislatian is cancerned. There are other
internal matters that have always been trouble-
some. The Board will recall when we passed the
first res'Oluti'On 'On this, I believe it was in
1965, we set forth feur principles that had t'O
be 'Observed. Well actually, in 'Our first reso-
lution we set forth five. The first was a
pr'Ovision that there should be same meaningful
start t'O augment the water supply of the Col'O-
rade River. Secondly, that there sh'Ould be a
pr'Oject authorized to satisfy the requirements
'Of the Mexican Treaty. Thirdly, that the so-
called deficiencies at Ho'Over Dam, which are
being compensated for from our funds, the upper
Basin Fund, be repaid ta the Upper Basin Fund.
We anticipate this will be some $20 milli'On to
