I

specifically informed the legislative committees
that the immediate pr'Oblem was the Chatfield
pr'Oject. As a result the legislature amended
the laws pertaining t'O this Board by Senate Bill
N'O. 157. By the pravisions 'Of that bill this
Board was given the right ta acquire rights-'Of-
way, lands and easements therein for flood control
purposes, including the right 'Of eminent d'Omain.

It is our plan that the counties and muni-
cipalities invalved w'Ould actually furnish the
lands, easements. and rights-'Of-way necessary
far. the channel improvements. This B'Oard would
furnish only the necessary legal and engineering
assistance. If the praposed resaluti'On is
appr'Oved by the Baard, then we expect t'O organize
a small committee c'Onsisting 'Of representatives
of the affected c'Ounties and municipalities, al'Ong
with representatives from this Board, to work 'Out
the necessary arrangements. If some financial
assistance is needed from the state, then it wauld
have ta be provided by the legislature. At this
time, however, we do not contemplate that such
assistance will be required. In actuality the
federal gevernment will not commence the necessary
construction until its caoperative requirements
have been met. H'Owever, be fare plans for the
channel improvement can be appraved by the Chief
of Engineers the prep'Osed resolution is necessary.
If the state cann'Ot thereafter provide the re-
quired rights-of-way, etc., then c'Onstructi'On by
the Carps 'Of Engineers will n'Ot take place.

We enclosed a form of resoluti'On in c'Onnec-
tion with this which reads as f'Oll'Ows:

I

'A res'Oluti'On giving certain assurances of
the Calorad'O Water Conservation Board t'O the
United States of America relative to flood pro-
tecti'On aleng the South Platte River between
Chatfield Dam and Denver, Colerado.

WHEREAS, the Cengress 'Of the United States
has auth'Orized by Public Law 516, Blst Congress
(Fl'Ood Contr'Ol Act 'Of 1950), the c'Onstruction of
