If the board gives the go-ahead, then,those, <br />people will inform the congressional delegation and the appropriate <br />committees of the House and try to get something done. The time is <br />very late~ and it is entirely possible that-we can't get anything done. <br />But we,either do-it today or we wait two years. ,That is the situation. <br /> <br />I <br /> <br />MR. STAPLETON: Larry, you:have talked with the Governor about: this; , <br />and he is in agreement; is that:correct? <br /> <br />MR. SPARKS: I have not talked with the Governor. I have talked to <br />Mr. Sherman, and Mr.-Sherman talked to the Governor. The Governor: <br />indicated his support for the amendments, which I sent, out to the board. <br />However, I was called this morning by the people that are, in Washington <br />today from the metropolitan area. Those people had a meeting this <br />morning with the Corps of Engineers with reference to this amendment. <br />The Corps of Engineers would not::'agree:to_the amendment the way it is <br />now written. :If the, board_members have: the amendment before them, I <br />would-point out the: changes that the: Corps of Engineers request. <br /> <br />In the sixth line from the bottom, after the word "enhancement," take <br />out the rest of that line, !'but only after consultation: with and the <br />approval. " <br /> <br />The Corps wanted these words inserted in lieu thereof, "upon the <br />request .of and agreement with.!' Scratch out_the "of" in the ,next line. <br />So-it; would read, "upon the request of and agreement_with the Colorado <br />Department of Natural Resources. ": <br /> <br />Then take out the period and: insert the words "for the." Then change <br />that "reimbursement" to a .small "r". _ It would read "for the reimburse- <br />ment, and after "reimbursement':' insert the, word, "of." , "For the <br />reimbursement of costs", and insert the words "allocated thereto." <br /> <br />The next line before the word "will -- will be, determined" there, <br />insert the words "the reimbursement requirements." So it: would read <br />then, "The reimbursement requirements will be determined by the Chief <br />of Engineers," and so on. <br /> <br />That is not, in my view, as good: as our original language, but it I <br />still gives the state what appears to be the control over the alloca~ <br />tion of space, because it can only be done at the request of and <br />agreement with the state, actually, the Department of. Natural Resources. <br />In my opinion, that substitute language is acceptable. That is the <br />only way I think that at this date we are going to get the amendment <br />through. <br /> <br />MR.
