BUREAU OF RECLAMATION <br /> <br />WHEREAS: An upstream flood control project on Bijou Creek is in <br />the public interest for the following reasons: <br /> <br />1. Floods on Bijou Creek have caused extensive damage <br />in years past. <br />2. The silt problem created by flooding has been a large <br />factor in planning of mainstream South Platte Nar- <br />rows Dam Project. <br />3. Waters of Bijou Creek have been undesirable for <br />irrigation because of silt carried. <br />4. Recent studies of underground water recharge have <br />shown remarkable successes. (California, Texas, <br />Colorado). <br />5. High water intake in the sandy beds of Bijou and <br />Antelope Creeks has been observed by residents of <br />this area and CSU Engineers. The geographic loca- <br />tion of Bijou Creek on the east side of Bijou <br />valley and Antelope Creek bisecting the west side <br />create a natural design for maximum saturation of <br />underground aquifers. <br /> <br />WHEREAS: The pump-irrigated farmers southeast of Wiggins in the <br />Bijou Creek valley have developed a prosperous agricul- <br />ture contributing extensively to the welfare of the <br />business community in Morgan and surrounding counties. <br /> <br />This area is completely dependent on wells for irrigation. <br /> <br />Yields of many wells in this area have fallen off con- <br />siderably due to declining water tables from the devel- <br />opment of the many irrigated farms. <br /> <br />The life-expectancy of this area as an intensive irri- <br />gated farming community is in doubt without additional <br />water supply injected into the water resources developed <br />at present. <br /> <br />THEREFORE: We, the users of underground water in the Bijou Kiowa <br />Creek valleys, and known as the "Bijou-Kiowa Underground <br />Water Association", recognizing the need for main channel <br />storage on the South Platte River to make maximum bene- <br />ficial use of waters appropriated by Colorado water users <br />
