Greeley has expressed gratitude for Construction Fund dollars and is . <br />interested in additional assistance if possible for the non-federal cost share money for this project. Greeley <br />has indicated that they may want to submit a non-reimbursable application for 2006 Construction Fund <br />bill. <br /> <br />Pre-Disaster Mitigation Grants Update: The national results from the Federal Fiscal Year 2003/2004 <br />Pre-Disaster Mitigation (PDM) Grant Cycle have been announced. Funds from both fiscal years were <br />combined into one large application process, and Colorado fared very well in the process. The PDM <br />grant program is an All-Hazards Mitigation program to fund plans and projects for communities to reduce <br />their susceptibility to a wide variety of natural hazards. Rather than allocating a certain amount of <br />funding to each state, the program was nationally competitive with all applicants from every state <br />competing against each other for a national pool of $150 million. There is no guarantee that a state may <br />receive any funds, but there is also no ceiling on how much a state can be awarded. <br /> <br />In Colorado, the grant program is managed by the Division of Emergency Management (CDEM), an <br />agency housed within the Department of Local Affairs. CDEM requested technical assistance from the <br />CWCB Flood Protection Section for all flood-related applications. The Flood Section provided <br />significant assistance throughout the application process and the results were positive. Ofthe three flood <br />applications submitted, the City and County of Denver received a $3 million grant, the City of Grand <br />Junction received a $3 million grant, and the Town of Erie was placed on the waiting list for a $300,000 <br />grant (meaning the Town will likely receive the funding if other awarded funds are not used as planned). <br />In addition, CDEM reported that almost $4 million of grants were awarded to other communities for <br />projects relating to other natural hazards. Altogether, more than $10 million of federal grant funding was <br />awarded for projects and plans to the State of Colorado with the flood grants representing the majority of <br />these funds. "We would not have had the success as a State that we experienced without the significant . <br />technical assistance provided by the Colorado Water Conservation Board", stated Marilyn Gally of <br />CDEM, the State Hazard Mitigation Officer and PDM Grant Manager. "The assistance provided by the <br />CWCB was invaluable and proved to be the deciding factor for the flood applications. As a State, <br />Colorado got more than our share this time around." <br /> <br />The FFY05 grant cycle was recently announced. The level of federal funding is still unclear as the House <br />and Senate have not agreed on an appropriation as of this writing. Any Colorado community interested in <br />a natural hazard mitigation project or planning grant should contact CDEM or the CWCB Flood <br />Protection Section for further information. Grant applications will be due in January 2006, but Colorado <br />communities should be aware of the extensive work required due to the national competitive format. As <br />with previous years, CDEM will be available for application assistance for all applications, and the <br />CWCB Flood Protection Section will provide assistance for flood related applications. Pre-Disaster <br /> <br />Map Modernization Program status report: Tremendous progress has been made this fiscal year to <br />modernize and update Colorado's regulatory floodplain mapping thanks to millions of dollars in federal <br />grants along with state and local matching funds. Through the efforts of multiple partners and program <br />leadership by the CWCB, there are many counties that are currently scoped or under study. On average, <br />the mapping process for an individual county is on the order of 2+ years starting from the scoping phase <br />all the way through community adoption of the effective maps. We are now at the stage where digital <br />floodplain maps for some of the first counties will be published as effective information in the very near <br />future.
