Evans <br />Colorado Water Conservation Board Members Acting Director, CWCS <br /> <br />Bill Stanton, P.E., Chief, Project Planning and const~'section <br />Bill Green, P.E., Manager of Planning p~ <br /> <br />January 20, 1999 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Agenda Item 13a., January 27-28,1999 Board Meeting - Water <br />Project Construction Loan Program - New Loans - Ryan Gulch <br />Reservoir Co. - Ryan Gulch Dam Rehabilitation <br /> <br />Introduction <br /> <br />The Board will be asked to approve a Construction Fund loan of $317,500 to the Ryan <br />Gulch Reservoir Company (Company) of Loveland for the construction of a new spillway <br />on the Ryan Gulch Dam, Please see the attached project summary and map, <br /> <br />Backl!round <br /> <br />Ryan Gulch Reservoir is located on the south side of Loveland about one mile west of <br />Highway 287 in Larimer County, The reservoir has an estimated capacity of976 acre-feet <br />but is currently restricted by the State Engineer's Office (SEa) to 645 acre-feet of storage <br />due to inadequate spillway capacity, Additional restrictions could be imposed if the <br />spillway problem is not remedied, <br /> <br />The Company has submitted a completed feasibility study by Boyle Engineering of <br />Lakewood, The study proposes a new spillway to be constructed in 1999 as well as other <br />improvements for later years, Completion of the spillway project is expected to allow the <br />use of full storage capacity in the reservoir. <br /> <br />Proiect Soonsor and Existinl! Facilities <br /> <br />The Ryan Gulch Reservoir Company was incorporated in 1903 as a nonprofit corporation, <br />It operates as a mutual ditch company, The Company has 10 shareholders holding 100 <br />shares of stock with an average annual yield of8,O acre-feet per share, <br />
