We before <br />have seen additional authorizations, and possibly <br />in the negotiations with New Mexico, if I am <br />well-founded in my fears that this bill will not <br />be enforceable for the protection of the State of <br />Colorado, we could submit something like this: <br />The authorizations herein contained shall be con- <br />ditioned upon the adoption of enforceable com- <br />pacts and treaties, under which the State of New <br />Mexico, the Navajo Indian Tribe, the State of <br />Colorado, and the United States of American are <br />bound by the terms of this act regardless of any <br />rights or claimed rights existing by virtue of <br />any other law, compact or treaty.
