The Secretary of the <br />Interior or the Department of Justice, or some- <br />body in Washington may have some contrary views. <br />They may say that this has to be done by compact <br />or by operating principles. <br /> <br />What we were thinking of was that we would <br />need this committee, which is intimately familiar <br />with this, to meet with New Mexico officials to <br />hear what amendments they want. <br /> <br />"I was just wondering whether it was going <br />to be the Congressmen or this committee or who <br />was going to do the work. That's what I was <br />curious about." <br />
