I take it then, the Board shares <br />the committee's thoughts up to the end of page <br />six. <br /> <br />The next change is on page eight. Is that <br />right ?" <br /> <br />"If you will read the first part of Section <br />7 on the bottom of page six, which is somewhat <br />of a perplexing section, which has to do, as it <br />says, that generally no person shall have the <br />right to use for any purpose, waters of the <br />Navajo Reservoir irrigation project and the San <br />Juan-Chama project, or any waters of the San Juan <br />River and its tributaries originating above Nava- <br />jo Reservoir to the use of which the United States <br />is entitled. So we inserted the words 'UNDER <br />THESE PROJECTS'. We don't know what they are <br />talking about otherwise. <br /> <br />That leads us to another question concerning <br />United States' rights which we have taken care of <br />here in a later section, but we didn't want to <br />imply the United States was entitled to any water <br />above the Navajo Reservoir other than the rights <br />they acquire from these projects. Of course, <br />they acquire water rights for the projects. They <br />are actually acquired by the State of New Mexico <br />but then assigned to the United States. <br /> <br />Then if you will turn to page eight, you <br />again come to some very pertinent additions which <br />will again be controversial. The first is Section <br />8(a). Section 8 is a new section which we have <br />added.l. and 8(a) reads: 'NONE OF THE PROJECT WORKS, <br />OR ST~UCTURES AUTHORIZED BY THIS ACT SHALL BE <br />OPERATED BY THE SECRETARY OF THE INTERIOR SO AS <br />TO CREATE, IMPLEMENT OR SATISFY ANY PREFERENTIAL <br />RIGHT IN THE UNITED STATES OR ANY INDIAN TRIBE TO <br />THE WATERS IMPOUNDE~.l. DIVERTED OR USED BY MEANS <br />OF SUCH PROJECT WOR~ OR STRUCTURES OTHER THAN <br />CONTAINED IN THOSE RIGHTS TO THE USES OF WATER <br />
