Jencsok <br /> <br />DATE: September I, 1994 <br /> <br />SUBJECT: Staff Analysis of 1994 Legislation to Amend Colorado River Basin Salinity Control <br />Act <br /> <br />e <br /> <br />Introduction: <br /> <br />In late July and August, legislation was introduced in the U.S. Senate (S. 2319, copy attached) <br />and U.S. House of Representatives (H.R. 4976) to amend Title II of the 1974 Colorado River Basin <br />Salinity Control (CRBSC) Act (Act). Sen. Carnpbell is a co-sponsor of S. 2319. The Director of <br />the CWCB has been Colorado's lead for coordinating and participating in the CRBSC Program. On <br />behalf of Colorado, the Director recently filed testimony with Sen. Bill Bradley's Senate <br />subcommittee in support of S. 2319. Board members were sent a copy of that testimony on August <br />16. This memo is to further advise you regarding the legislation and invite your input and discussion <br />of several issues of potential concern. <br /> <br />Backeround: <br /> <br />e <br /> <br />Title II of the 1974 CRBSC Act established a salinity control program in the Colorado River <br />Basin above Imperial Dam. Title I dealt with control measures necessary to meet specific water <br />quality obligations to the Republic of Mexico. In Title II, the U.S. Bureau of Reclamation <br />(Reclamation) was authorized to expend up to $125 million (to be adjusted for inflation) to construct <br />4 projects to maintain 1974 salinity levels at Imperial, Hoover, and Parker Dams. In the 1984 <br />amendments to the Act the U.S. Department of Agriculture (USDA) was given additional authority <br />to control salinity on irrigated farmland throughout the Basin. The USDA program is not addressed <br />in the proposed 1994 amendments and will continue oochanged. The current Reclamation program <br />consists of 4 active projects, all in Colorado: <br />
