<br />. <br /> <br />. <br /> <br />e <br /> <br />- <br /> <br />STATE OF COLORADO <br /> <br />EXECUTIVE CHAMBERS <br />1)6 State Capitol <br />Denver, Colorado 80203-1192 <br />Phone nO}) 8(.6.14 71 <br /> <br />July ~, ~994 <br /> <br />The Honorable Benjamin Nelson <br />Governor <br />state of Nebraska <br />state Capitol <br />Lincoln,' NE 68509 <br /> <br />Dear-Governor Nelson: <br /> <br /> <br />Roy Romer <br />Governor <br /> <br />The ,r:ecently signed Memorandum l)f Agreement (MOA) to develop a <br />recovery prl)gram for central Platte River endangered species has <br />helped chart a new course for the management of the platte River <br />and the habitat and species it s~pports. <br /> <br />I understand, however, that my letter of June 10, 1994, to <br />Secretary Babbitt clarifying a, I?articular ,point in the MOA has <br />generated some concern in Nebraska about colorado's willingness to <br />negotiate the elements of the Re~overy Program in good faith. <br /> <br />I assure you that Colorado, like Nebraska, has come to the table to <br />n~gotiate the recovery program in good faith. In addition, we have <br />every intent to shoulder our share of the responsibility for <br />implementinq the elements of the program. once we collectively <br />determine them. While obviously we need to discuss and agree on <br />these elements, as a general matter we envision that the program <br />may involve some combination of measures to augment and adjust the <br />timing of flows through the Big Bend Reach, along with measures' to <br />alter and improve habitat through non-flow related activities. <br /> <br />In pursuing these discussions, we intend to work cooperatively with <br />our partners in the Platte River Basin to solve problems, to abide <br />by the spirit and substance of the MOA and federal and state law, <br />and ,to develop lasting relations that will sustain implementation <br />of the Recovery Program, once in place. <br /> <br />I look forward to fruitful discussions in the months ahead. <br /> <br />since <br /> <br /> <br />cc: Secretary Bruce Babbitt <br />Governor Michael Sullivan <br />
