In addition, we have <br />every intent to shoulder our share of the responsibility for <br />implementinq the elements of the program. once we collectively <br />determine them. While obviously we need to discuss and agree on <br />these elements, as a general matter we envision that the program <br />may involve some combination of measures to augment and adjust the <br />timing of flows through the Big Bend Reach, along with measures' to <br />alter and improve habitat through non-flow related activities. <br /> <br />In pursuing these discussions, we intend to work cooperatively with <br />our partners in the Platte River Basin to solve problems, to abide <br />by the spirit and substance of the MOA and federal and state law, <br />and ,to develop lasting relations that will sustain implementation <br />of the Recovery Program, once in place. <br /> <br />I look forward to fruitful discussions in the months ahead. <br /> <br />since <br /> <br /> <br />cc: Secretary Bruce Babbitt <br />Governor Michael Sullivan <br />
