<br />. <br /> <br />Attachment A <br />Summary of SLP Section Ongoing Base Program <br />Activities and Tasks <br /> <br />The SLP Section is required to maintain its base programs to support implementation of the <br />Board's statutory authorities, The activities and tasks being performed within each of the <br />base program elements, as presented below, are generally consistent year,in and year,out. <br />External and internal influences on how the Section's resources are allocated to the base <br />programs may change over time and/or within any given year. Potential external and internal <br />influences may include: <br /> <br />. The emphasis that is placed on anyone set of tasks, based in part on strategic and <br />other planning efforts; <br />. The need for staff to respond to emerging situations, new conditions or candidate <br />stream recommendations that demand immediate response (such as the Gunnison <br />River ISF through the Black Canyon), as they occur; <br />. The changing needs of the citizens of the State; and <br />. The effect of changing weather patterns on water rights administration, <br /> <br />. <br /> <br />For example, outreach and educational efforts have been increasing over recent years in <br />response to the needs of the State's citizens and the desire of the Board to have stronger <br />relationships with other governmental entities, In addition, as more appropriations and <br />acquisitions occur, the CWCB will be required to expend more resources to legally and <br />physically protect its water rights, Therefore, resource allocation will need to be flexible as <br />demands on the ISF Program change, Nonetheless, the basic "guts" of the base programs will <br />remain the same into the future, <br /> <br />Therefore, the listing of base program activities and tasks provide the means to define the <br />day,to,day business that is conducted by staff, recognizing that the mix of activities and tasks <br />performs shift' regularly in response to external and internal influences, some within the <br />control of the Section and some not. <br /> <br />Base Program Elements: <br /> <br />.
