DRAFT

Chapter 6: Tools for Managing Drought at a Local Scale

Authors: Sasha Charney, Bouvette Consulting; Richard Pinkham, Pinkham
Consulting

Chapter 7 will present largely in graphic format the tools available to local communities
to manage, prepare for and mitigate the effects of a drought. There will be a brief
introductory section that outlines what drought management is and is not. For example, a
distinction will be made differentiating water conservation from other on-going drought
management efforts. A list of tools including management options will be presented in
tables, with the list drawn from existing plans and planning guidelines available locally
and nationally. Indications will be made of applicability of the tools for mild, moderate
and severe droughts and whether the tools help to increase supply or reduce use, Brief
discussion of the need for monitoring, public involvement and the opportunity or need for
collaborative actions with other entities at a local, state or federal level will be included.

5/16/2003

Page 8
