.

.

.

Recommendation: Staff gives a low recommendation for funding of this project because it is the
development of an additional source of data that can be useful in storm event flood documentation of
rainfall amounts and for forecasting streamflow conditions in a basin,

Water Information Program

1. Database Integration for Water Users

Beneficiary/Grantee/Contractor: CWCB, Water Planners
Amount of Request: $75,000

Ranking:

Low

Product Produced: Funding will be used to redesign and develop CWCB databases for integration
with the web site, DSS and GIS systems to be user friendly for available water information and planning
tools.

Water Planning Relationship: The CWCB relies on numerous databases to track its water
planning activities. Each section relies on databases that track proj ects, Instream flow water rights,
Floodplain information, imaged documents, etc, These databases must eventually be interlinked,
maintained, updated and tied into the DSS and GIS systems that the Board is concurrently developing,

Recommendation: Staff gives a low recommendation for funding of this project because of limited
funding available and other sources for funding will be investigated such as the Construction Fund non-
reimbursable account.

A spreadsheet listing the projects and the recommended rankings is attached.

FINAL RECOMMENDATION:

No action is needed on part A or B.

With respect to Part C, we recommend that you approve the staff ranking for each project and
direct us to allocate funding based on the amount of Severance Tax available within the CWCB's
five-percent share. We will not know exactly how much funding will be available until the
Executive Branch and the General Assembly act on proposals to divert a portion of Severance Tax
to the General Fund, place a cap on contribution into the Operational Account, or keep agency
funding static for other budgetary reasons.

14
