Metro (303) 825-0474 <br />FAX (303) 3304546 <br /> <br />August 18, 1998 <br /> <br />The Honorable Roy Romer <br />Governor of Colorado <br />136 State Capitol Building <br />Denver, Colorado 80203-1792 <br /> <br />Dear Governor Romer: <br /> <br />. <br /> <br />I am writing on behalf ofthe Platte River Basin Agricultural Alliance (PRBAA), The Alliance is <br />composed of agricultural water users in the Platte River Basin from the states of Wyoming, <br />Colorado and Nebraska, This new alliance is dedicated to the following objectives: <br /> <br />, <br /> <br />to ensure strong representation for the Basin's agricultural interests <br />to preserve the supremacy of the states over their respective water resources <br />to ensure that private property rights associated with past and future water <br />developments are preserved and any diminution of those rights isjustly <br />compensated <br />to ensure that changes in traditional uses of the Basin's water resources for the <br />benefit of endangered species are based on sound scientific methods and <br />conclusions <br />,to inform and educate Alliance members and other interested parties on key issues <br />relating. to the basin's water resolltces <br /> <br />Farmers and ranchers in the Basin are experiencing extremely difficult times right now. Not <br />since the mid 1980's has the agricultural economy been in this peril. All reasonable efforts <br />possible should be made by state and federal officials to alleviate the hardship being endured <br />resulting from low commodity prices, weather extremes and the effects of the Freedom to Farm <br />Law. <br /> <br />. <br /> <br />. <br />For the past nine months or so, the process involving the "Cooperative Agreement" regarding <br />species habitat along the central Platte River has spun completely out of control. The process <br />targets irrigators and other water users to fulfill the unrealistic -and technically unproven, massive <br />new stream flows sought in the "critical habitat" corridor in Nebraska.
