.

.

.

.

AUG-26-98 WED 10:48 AM

FAX NO,

August 18,1998
Page 3

This is a serious matter, The priorities of our state and federal government policy makers must
be reordered to deal with the emergency Colorado fanners and ranchers are now experiencing,

The Platte River Basin Agricultural Alliance held a press conference in Kearney, Nebraska last
week to air our concerns and plans for action. We are hopeful you will be able to use your
influence in the United States Senate to bring more public attention to this destructive process
and assist us in achieving greater representation for agricultural interests in the Platte River
Basin, Further, we would welcome the opportunity to meet with your staff, or preferably with
you directly should your schedule allow, some time in the next two or three months, This
meeting would provide some time to cover this critical issue in more detail. In particular, we
would like to discuss the possit-ility of working towards the development of 3l,1 appropriations
rider which would prevent enforcement actions under the Endangered Species Act from
conflicting, directly or indirectly, with states' water laws, existing rights or state primacy over
water allocation and control.

Respectfully,

..f?j/i;/4/dL___.

Robert W.
