Introduction
The purpose of this memorandum is to update Board members and Working Group Members on
the Colorado Water Census and Assessment (drought planning survey) Project. Staff, in
cooperation with the project working group, have prepared a Scope of Work (SOW) for the
Colorado Water Census and Assessment (drought planning survey) Project. The SOW has been
revised following informal discussions at the July 2001 CWCB meeting.

Please deliver any final comments to the CWCB staff by October I Sl, Staff desires to get this
project "on the street" within the next thirty days with a completion date of July 1, 2002.
The six major task of this project are:
I) Develop a survey target list and a survey for water suppliers and water users.
2) Conduct a survey of Colorado Water Users and Suppliers about water supply, usage and
growth,
3) Evaluate where current water supplies are and the amount of storage available.
4) Report on water use limitations and priorities and identifY potential areas that may have
additional storage or transfer capability,
5) Summarize the general state of drought preparedness and mitigation planning to show the
provider's capability of dealing with a sustained drought.
6) Create a final report with Management Recommendations that includes a summary of Wet
and Dry Years over the past 300 years,

Endorsement
