That's what we wanted to <br />avoid in distributing both the carveout and of course looking at the base <br />flow too. <br /> <br />But here, we're picking the nwnbers for base flow today. <br /> <br />But we need to make sure that when we distribute the carveout there is <br />sufficient water within the carveout maybe even in the driest year, that <br />52,000 acre feet, can be fully used. <br /> <br />OK, so this doesn't go to shaping the base flow water right, this goes to <br />shaping the carveout? <br /> <br />No, you may have to cut down...what he's saying is... <br /> <br />Let me suggest that as an alternative to this that we make it clear in the <br />motion that staff...that we expect staff to come back and recommend <br />reductions in that base flow if, after consultation with water users and the <br />Fish and Wildlife Service, reductions are necessary in order to <br />accommodate the carveout. I don't want the reductions to be automatic, <br />I would like the staff to come back to us and make a recommendation to <br />the Board that we reduce those specific base flows. I don't know if that's <br />in the form of a motion. Procedurally, whether we should do that in the <br />form of a second motion and strike that portion of your motion, Patti, I <br />think, that might be easier, to just ask them to look at it and come back <br />and make a recommendation to us to reduce, not increase, to reduce those <br />base flows as may be necessary. It may not be necessary, we don't know. <br /> <br />OK. Then maybe we strike that reference in the motion, and just <br />appropriate the base flow as the Wildlife/Staff option, and then just in the <br />discussion, we can say, if there's a problem with the carveout, come back <br />to us. How's that? <br /> <br />Gene? <br /> <br />We will be shaping both the base flow and the carveout to ensure that <br />52,000 acre feet of carveout is available..each use(?)(inaudible). <br /> <br />This is a little confusing. There is 52,000 acre feet of carveout available <br />on top of the base flow during the right months. What we're saying is we <br />want to make it convenient for somebody to do it in a different month.
