"Relationships between How and Rare Fish Habitat in the '15-Mile Reach' of the
Upper Colorado River" - May 1995
The Service considers the May 1995 report to contain the most current flow
recommendations, and as a result, it supersedes the previous Service flow recommendations
developed for the 15 Mile Reach. The Board and its staff and eolorado Division of Wildlife
(CDOW) staff have reviewed these reports and studies at various meetings and workshops.
These .cCuWlllendations and reports were summarized in the memorandum to the Board dated
October 17, 1995.
Workshops and Special Board Meetings: A number of Board workshops and special
meetings were held during 1995 in addition to regularly scheduled bimonthly Board meetings to
discuss the Service's proposed flow recommendations, the physical and legal water availability of
water for appropriation and alternative approaches for the appropriation, protection and
atlmini~tration of instream flow water rights for the endangered fish in the 15 Mile Reach 9f the
Colorado River. Public comment was taken at all of these meetings. The following meetings

Preliminary Notice: Preliminary Notice for the 15 Mile Reach was issued on September
15, 1995 and distributed to the interested parties mailing list announcing that the Board would
consider public input and formally initiate discussions on whether or not to appropriate the
instream flows for the endangered fish at its October 20, 1995 special meeting in Grand Junction,
Colorado. The Board received public comment at this meeting. Based on the comments
received at and prior to the October 20, 1995 special meeting, changes were made to the
Preliminary Notice which are reflected in the Final Notice.
Final Notice: A Final Notice was prepared for distribution to all interested parties on
November 15, 1995, announcing that the Board would review the staffs recommendation,
consider public input and take final action regarding the proposed instream flow appropriations
for the endangered fish at its December 13, 1995 special meeting in Denver, Colorado. The Final
