January 22-23,2003 Board Meeting
South Side Reservoir Company

Introduction
The South Side Reservoir Company (SSRC) is applying for a $360,000 loan to rehabilitate the
South Side Reservoir. The estimated total cost of the project is $400,000. Please see the
attached project summary and map.

Backaround
The SSRC, located in Larimer County, operates the South Side Reservoir for the benefit of its
shareholders by providing delivery of water for irrigation within 400-acre service area. The dam is
a Class 2 structure, 39 feet in height, impounding a reservoir of 620 acre-feet. The State Engineer
has restricted the reservoir to gage height 22.5 (448 acre-feet) due to safety concerns with the
outlet and spillway. The Company wants to rehabilitate the dam so that the storage restriction can
be removed and the 172 acre-feet of lost storage can be restored.

Feasibilitv Studies
John Gauthiere, P.E., of Gauthiere Engineering, has completed the feasibility study. The report
includes an evaluation of altematives available to rehabilitate the South Side Reservoir Dam.

The South Side Reservoir ComDanv
The SSRC is a Colorado non-profit Ditch Company registered in the State of Colorado. There
are 90 shareholders and 265 shares of stock. The SSRC has the power to set annual
assessments to be paid by the shareholders and the power to refuse to deliver water to
shareholders that fail to pay their assessments.
