<br />e <br /> <br />e <br /> <br />e <br /> <br />2005 to discuss the baseline, no action and other alternatives, and other significant issues that must be <br />resolved. Meetings ofthe cooperating agencies wiII be open to the public, but due to the ongoing <br />litigation regarding Black Canyon water rights, certain issues may require discussion in executive <br />session or a closed meeting. <br /> <br />CWCB staff (Randy Seaholm and Michelle Garrison) wiII be actively involved as part ofDNR's team <br />and assist in the development and modeling of the baseline, no action and other alternatives. <br /> <br />Platte River Basin <br /> <br />Chatfield Reservoir Reallocation Study: The Corps and the CWCB staffs have completed <br />negotiations on two change orders for the contract for the study. Change order Number 04-01 is for <br />the additional tasks added to the original 1999 Feasibility Cost Share Agreement. Change order <br />Number 04-02 is for the performance of a new Inflow Design Flood Study termed an "Antecedent <br />Flood Study". The Antecedent Flood Study has been determined to be the least cost least <br />environmental impact alternative to get 20,600 AF of additional storage space but there are two other <br />more costly alternatives to pursue if this Study doesn't yield the 20,600 AF. <br /> <br />. Chatfield E.I.S, Scoping Meetings: The Corps, in cooperation with the CWCB recently held <br />EIS public comment scoping meetings on Oct. 26 in Littleton and on Oct. 27 in Greeley. A <br />State of Colorado project endorsement document was submitted to the Corps at these meetings <br />that was signed by Rod Kuharich and Russell George. This document framed the importance <br />of this reservoir re-operation to the State of Colorado and South Platte River Basin interests. <br />The EIS meetings were advertised by many means including web postings, emails, press <br />releases, mailings and the federal register. CWCB staff was there to answer questions and <br />support the Corps. A summation of public comments were: Marina operators were impressed <br />with the CWCB led "Recreation Mitigation Study" which redesigned parks facilities and trails <br />up an above the proposed 20,600 AF reallocation level; the marina operators also posed the <br />question, "Are these guys (the CWCB) the bad guys for creating environmental impacts or <br />saviors for attempting to tackle water problems in the South Platte"; a Douglas County <br />representative questioned the loss of 200 acres of Preble's Meadow Jumping Mouse Habitat <br />and its implications to their own master planning documents that discuss Chatfield; The <br />Chatfield Watershed Authority questioned the impacts of phosphorus and runoff from the <br />Hayman fire bum area adding mercury; environmental groups concerns were that there was not <br />ample public notice provided by the Corps and CWCB; Sierra Club's dislike of current <br />conservation practices in communities; and concerns from the sailing community about the <br />redesign of the Parks facilities. Overall, the meeting went well and it appears that there were <br />no "deal-breaking" concerns or opposition to the project and the key words were concern for <br />"recreation", "fish", and "birds". <br /> <br />. Water Users Subcommittee Meetings: Based on assurances that the 20,600 AF of storage <br />space can be caved out of the existing storage pools, the CWCB empowered the water users to <br />divide the storage space equitably among the interests and return to the Board with a joint <br />recommendation by Dec. 31,2004. The Water Users have made considerable progress recently <br />and almost all of the water interests are part of the discussions. There has been a cooperative <br />spirit and much compromise by all of the water users. They are currently down to 22,940 AF of <br />need and that is very close to the targeted storage volume of 20,600 AF.
