The pool's attorney, Scott Balcomb, wrote Glenwood Springs city attorney <br />Karl Hanlon a letter on Oct. 27 citing concern that if the bed of the Colorado River is disrupted from <br />park construction, the mineral hot springs that supply the pool with its water could be damaged. <br />Balcomb also wrote letters to Great Outdoors Colorado, the Corps and DWR expressing concern about <br />the proposed project. <br /> <br />The most recent plans for the park call for a series of river features to be placed in the Colorado River <br />starting near the Two Rivers Park pedestrian bridge and ending just downstream of the Two Rivers <br />Park boat take-out. In all, the park is expected to cost about $1.2 million. Construction was slated to <br />start as early as December. <br /> <br />Park supporters say the steady, year-round water flows from the Shoshone Hydroelectric Plant could <br />make Glenwood one of the world's premier locations for a whitewater park and it has the potential of <br />bringing millions of dollars a year into the city from whitewater events held on the water. <br /> <br />GJenwood Springs community development director Andrew McGregor wrote a letter of response to <br />GOCO. In it, McGregor calls Balcomb's letter "an attempt to damage the city's pending application for <br />funding which is the first step in a grass-roots effort to bring a world-class whitewater park to <br />Glenwood." <br /> <br />CRWCD Grants: The CRWCD Board has voted to create a new fund of$150,000 that will be <br />awarded in the form of challenge grants for developers of one or more large-scale water projects. The <br />new water project fund represents an expansion in the scope of the district's existing grant program, <br />which was started in 1998 to help small water projects get off the ground. The program has helped <br />develop new water supplies, improve existing supplies, boost instream water quality, promote water <br />use efficiency, reduce sedimentation problems and control water-robbing tamarisk plants. The program <br />awards an annual total of up to $150,000 in grants that are capped at $15,000 apiece. More than $1 <br />million has been awarded to 107 projects, assisting recipients such as agricultural producers and small <br />municipalities. The large project grant fund will operate concurrently with the small project program <br />for the next three years, and then the two will alternate years. <br /> <br />New Water Agreement: Town of Palisade water trustees are meeting with officials from Ute Water <br />on Wednesday evening to short-term water supply agreements and the possibility of Palisade joining <br />Ute's district. Due to major problems at Palisade's treatment plant, Palisade water customers have been <br />receiving Ute Water for about a month. Palisade citizens must choose, by election or petition, to be <br />included in the district. Palisade water officials have hired several consultants to determine the cost of <br />bringing the facilities back in compliance. <br /> <br />21 <br />
