<br />Proposed CWCB Consent Agenda <br />September 27-28, 1999 <br /> <br />In order to increase the CWCB's efficiency and allow more time for discussion and debate about water <br />policy and contested issues, the following items are noticed for action by the CWCB as part of the <br />September 1999 "Consent Agenda. " <br /> <br />The Consent Agenda will be attached to the regular meeting agenda. The process for placing matters on <br />the Consent Agenda is asfollows: <br /> <br />The Director identifies mailers recommended by staff where the recommended action follows established <br />policy or precedent, there has been a negotiated settlement or the matter is expected to be uncontested <br />and non-controversial. Staffwill provide written memos to the CWCB members explaining the matters on <br />the Consent Agenda. Copies of the memos will be available to the public under the usual procedures <br />(described above). <br /> <br />Matters on the Consent Agenda are noticedfor hearing at the same time and in the same manner as other <br />agenda matters. If a member of the CWCB requests further consideration of a matter on the consent <br />agenda that matter will be withdrawn from the Consent Agenda and discussed at the end of the meeting <br />or at the next meeting. The Consent Agenda may be voted on without the necessity of reading individual <br />items. Any CWCB member may request clarification from the Director for any matter on the Consent <br />Agenda. <br /> <br />I. <br /> <br />Instream Flow Program - Statements of Opposition <br />The Board is asked to ratify the statements of opposition which have already been filed by the <br />staff to protect instreamflow water rights on the streams listed below. <br /> <br />a.
