EVilns <br />Acting Director, ewcs <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: <br /> <br />Larry Lang <br /> <br />DATE: <br /> <br />November 16,1998 <br /> <br />SUBJECT: Agenda Item 24d, November 23-24, 1998, Board Meeting-- <br />Weld County Tri-Area Conveyance Improvements <br />Request for Approval on Loan for a New Project from the <br />Project Construction Loan Program <br /> <br />INTRODUCTION <br />The Weld County Tri-Area Sanitation District (District) is applying to the Board for $1,000,000 in <br />funding to assist in financing the costs of completing the District's Tri-Area Conveyance <br />Improvements Project. Please see the attached project summary and maps. <br /> <br />BACKGROUND <br />Presentations by CWCB and District staff regarding this project have not been made at any <br />previous CWCB meetings, The presentation at the November 1998 Board meeting will be the first <br />time that Board members will hear about the loan request for this project. The District's proposal is <br />to upgrade and improve the existing runoff conveyance system in southwest Weld County in the <br />area known as the "Tri-Area" (the communities of Dacono, Frederick, and Firestone). The source <br />of the runoff problems originates on the south side of the Tri-Area from irrigated farmlands, and is <br />exacerbated by the impervious developed areas in the 3 communities, <br /> <br />The total cost of the entire Tri-Area Conveyance Improvements Project is estimated to be <br />$2,409,204, The District has already expended over $400,000 towards completion of the proposed <br />project. In addition to the requested $1,000,000 CWCB construction fund loan, the District has <br />explored funding opportunities from the Department of Local Affairs, Colorado Department of <br />Transportation, Weld County Govemment, and the Tri-Town Governments (Dacono, Frederick, <br />and Firestone). Table I provides a breakdown by project component for the approximate project <br />cost of $2.4 million. <br />
