APPLICATION FOR FEASIBILITY STUDY
SUMMIT RESERVOIR AND IRRIGATION COMPANY

December 2, 1982

INTRODUCTION

The Summit Reservoir and Irrigation Company (Company) was
created in 1907 for the purpose of providing irrigation water to
its shareholders. The Company has. 400 shares of water, 110 water
shareholders, and is run by 3 people who are elected yearly to
the Board of Directors.

Summit Reservoir is located in Montezuma County, off State
Highway 184, about 20 miles northeast of the City of Cortez.
The reservoir gets IroSt of its stored water from Turkey Creek and
Lost Canyon Creek, which drain off the San Juan mountains.

PROJECT

The original Summit Dam was constructed in 1905. In 1936
the dam was enlarged to its present size and the north outlet
works were constructed. In 1937 the present spillway was
constructed on the south end of the dam. In 1939 a slide of a
segment of the dam necessitated further improvements, including
drains and repairs to the embankment.

The Summit Dam has a height of 45 feet, a crest width of 10
feet, and a crest length of about 7,500 feet including dikes.
The reservoir is an off channel reservoir and has a normal
maximum storage capacity of about 6,000 acre-feet. In an
inspection report prepared in September, 1978, by Hydro-Triad
Consulting Engineers, the dam was classified as having a high
potential for damage.

DISCUSSION

It is the desire of the Company to conduct a feasibility
study to identify present deficiencies and to determine the costs
and feasibility of repairing the existing structure in order to
continue using the water for irrigation purposes. The
improvements, as they have been preliminarily identified by the
Company's consulting engineer, include abandonment of the
reservoir's upper outlet works, possible grouting, embankment
crest survey, cost and location of filter material for a blanket,
and measuring existing seepage of the south embankment.

The requested feasibility study is expected to cost up to
$8,000. The Distr ict is aSking for Board funds for 50% of the
cost. The project, as is being proposed, would be in accordance
with 37-60-121(1)(b)(II), Colorado Revised Statutes 1973, as
amended.

(over)

122
sr/fs
