<br />APPLICATION FOR FEASIBILITY STUDY <br />FORT LYON CANAL PROJECT <br /> <br />December 2, 1982 <br /> <br />INTRODUCTION <br /> <br />The Fort Lyon Canal company (Company) is a mutual ditch <br />company that supplies water for the irrigation of about 93,000 <br />acres of land in Otero, Bent, and Prowers Counties. Irrigation <br />from what is now the Fort Lyon Canal dates back to 1860, thus <br />making it one of the oldest and largest irrigation systems in the <br />state. <br /> <br />PROJECT <br /> <br />The project as proposed at this stage by the Company's <br />consulting engineer would rehabtlitate several conveyance, <br />control and measu~ement structu~es, improve desilting structures <br />and a desilting basin, replace a canal siphon, construct a <br />pumping plant and pipeline, lin~ canals and laterals, and replace <br />several open late~als with buri~ pipes. A preliminary cost <br />estimate of const~uction is abo~t three million dollars. It is <br />anticipated that the company would share the cost fifty-fifty. <br /> <br />DISCUSSIO~ <br /> <br />Subsequent to recelvlng th~ Company's application for <br />assistance, the staff has condu~ted a field investigation of the <br />present irrigation system. The staff has also reviewed all data <br />submitted in relation to the apDlication, including a summary <br />list of water rights owned by the company. <br /> <br />After reviewing the data submitted and making a site visit, <br />the staff has concluded that the project is meritorious. The <br />proposed project is covered by 37-60-121(1)(b)(II), Colorado <br />Revised Statutes 1973, as amended, which pertains to "the repair <br />and rehabilitation of existing water storage and deltvery <br />systems." <br /> <br />The requested feasibility study will cost not more than an <br />estimated $60,000. The company is aSking for Board funds for <br />fifty percent of the cost. The feasibility study would identify <br />in detail the construction requirements for and costs of the <br />proposed project. <br /> <br />RECOMMENDATIONS <br /> <br />The staff recommends that the Board approve this request for <br />a feasibility stUdy project to the folllowing conditions: <br /> <br />(1) The Board shall pay for not more than 50 percent of the <br />cost of the study, not to exceed $30,000, and <br /> <br />(over) <br /> <br />123 <br />fl/feas <br />
