of legislation, both federal and state, which
effect the waters of the state of Colorado.
It was in this field that the Governor called
upon the Board for some specific recommendations.
There are other agencies that also have con-
siderable jurisdiction over the matter, as
well as private individuals and entities. I
This letter is merely a recomme~dation, at
the Governor's request, from this Board. He
is also getting recommendations from other
agencies. He requested that the Attorney
General, the State Engineer and this Board
cooperate in this particular field of endeavor.
Both the State Engineer and the Attorney Gen-
eral have reviewed the proposed letter and
they are in substantial agreement with its
contents.

We all, of course, well realize that as
specific legislation is formulated we may
have to change our opinion. As other forces
and people are brought into the picture, the
ideas expressed in this letter will be greatly
improved upon. We anticipate and expect that
to be the case.

The Governor will try to make additional
funds available through his own budget or
through Mr. Eckles' budget.to employ such
consultants as may be necessary during this
forthcoming year. We think that during the
coming year legislation can be drafted with
the help of everyone concerned. The Governor
is extremely anxious to present some kind of
legislation to the Legislature as soon as
possible. From my conversations with many
of the Legislators, they feel the same way.
They think that something must be done.

Heretofore this Board has not made any I
specific recommendations on this point. Nor .
have we attempted to. Our staff took the
position that until we could demonstrate what
was going to happen as a result of any legis-
lation we would not recommend any legislation.
We have not attempted heretofore to make a
recommendation or to prepare legislation.
