<br />~.J.JO <br /> <br />of legislation, both federal and state, which <br />effect the waters of the state of Colorado. <br />It was in this field that the Governor called <br />upon the Board for some specific recommendations. <br />There are other agencies that also have con- <br />siderable jurisdiction over the matter, as <br />well as private individuals and entities. I <br />This letter is merely a recomme~dation, at <br />the Governor's request, from this Board. He <br />is also getting recommendations from other <br />agencies. He requested that the Attorney <br />General, the State Engineer and this Board <br />cooperate in this particular field of endeavor. <br />Both the State Engineer and the Attorney Gen- <br />eral have reviewed the proposed letter and <br />they are in substantial agreement with its <br />contents. <br /> <br />We all, of course, well realize that as <br />specific legislation is formulated we may <br />have to change our opinion. As other forces <br />and people are brought into the picture, the <br />ideas expressed in this letter will be greatly <br />improved upon. We anticipate and expect that <br />to be the case. <br /> <br />The Governor will try to make additional <br />funds available through his own budget or <br />through Mr. Eckles' budget.to employ such <br />consultants as may be necessary during this <br />forthcoming year. We think that during the <br />coming year legislation can be drafted with <br />the help of everyone concerned. The Governor <br />is extremely anxious to present some kind of <br />legislation to the Legislature as soon as <br />possible. From my conversations with many <br />of the Legislators, they feel the same way. <br />They think that something must be done. <br /> <br />Heretofore this Board has not made any I <br />specific recommendations on this point. Nor . <br />have we attempted to. Our staff took the <br />position that until we could demonstrate what <br />was going to happen as a result of any legis- <br />lation we would not recommend any legislation. <br />We have not attempted heretofore to make a <br />recommendation or to prepare legislation. <br />
