As the Board is going to be asked in the near future to sign a recovery agreement, and it was agreed that the Board should be better informed. To this end, a workshop was suggested either from 8:00 tolO:OO a.m. on the first day of the September meeting, or to set a separate date. There is already an August 31 Fish and Wildlife meeting set, so by the end of August the agency should know where the Bureau of Reclamation stands on this issue. The CWCB will investigate the best date and time for all involved, and will set a meeting date and time. 13i(m).Colorado River Basin Issues - Long Term Funding Authorization for the Colorado River Recovery Program Tape 1, Start/Stop: 6288 -7031 Tape2, Start/Stop: 0001 - 0322 Action: A motion was made by Patricia Wells that a letter be sent requesting a hearing, and that Board testimony be prepared. The motion was seconded by Don Schwindt and approved unanimously (9-0). The Board also accepted in concept a blended rate between agriculture and municipal rates and to add language to the MOU about adjustment, and directed the staff to bring back a proposal on what this rate would be. The Board also discussed having the flexibility to extend loan periods beyond 30 years while increasing the interest rate, and to give incentives for early payment. It was proposed that a loan contract would provide that iffull payment had not been made by 2030, then there would be an increase in the interest rate. 13j(aa).
