<br />Agenda Item 12f Attaclunent <br />November 19-20, 2001 Board Meeting <br />Page 4 of9 <br /> <br />new source of water, it is incumbent on the Bureau of Reclamation and the Department <br />of Interior to either operate the Yuma Desalter or Implement another alternative <br />acceptable to the Colorado River Basin States. We helieve that it is inappropriate for <br />the U.S.A. to incur or accumulate any water debt with respect to this obligation. <br />12. To aclmowledge that Delta restoration and the Interim Surplus Guidelines are separate issues <br />and should not be linked. <br />13. Litigation of any issue associated with restoring the Delta, such as the litigation by the <br />Defenders of Wildlife concerning ESA compliance, is considered unproductive and <br />disruptive to discussions concerning the Delta. Therefore, any financial or technical <br />assistance should be opposed until such litigation is concluded. <br />14. To oppose any assistance to Mexico on Colorado River Delta issues that in any way <br />adversely impacts assistance to other endangered species recovery efforts in the U.S.A. <br />15.
