All lands acquired for project construction and operation and water <br />surfaces of project reservoirs will be open to the public for recreational pur- <br />poses, excepting those areas reserved by the operating <i1gency. <br /> <br />"12. <br />Colorado using <br />purposes shall <br />purpose. <br /> <br />The project will be operated in such a manner .that those in Eastern <br />project water imported from the Colorado River Basin for domestic <br />have preference over those claiming or using w~ter for any other <br /> <br />I <br /> <br />"13. The project is to be operated in such a manner as to secure the <br />greatest benefit from the use and re-use of imported project waters within project <br />boundaries in the State of Colorado. <br /> <br />"14. Any and all benefits and rights of Western Colorado water users in <br />and to water stored in Green Mountain Reservoir, as described and defined in Senate <br />Document 80, Seventy-fifth Congress, First Session, shall not be impaired or <br />diminishe~ by this project. <br /> <br />"l5. The project, its operation, maintenance, and use shall be subject to <br />the provisions of the Upper Colorado River Basin Compact of October 11, 1948 <br />(Public Law 37, 81st Congress, First Session), the Colorado River Compact of <br />November 24, 1922 (House Document 605, 67th Congress, Fourth Session), and the <br />Boulder Canyon Project Act of December 21, 1928 (45 Stat. 1057-1064). In the event <br />any curtailment of use of Colorado River water in the State of Colorado is neces- <br />sary to satisfy the provisions of the Colorado River Compact or the Upper Colorado <br />River Basin Compact, then the diversions by the project for use in Eastern Colo- . <br />rado shall be curtailed before there is any curtailment of the right to store <br />water in Aspen Reservoir in a quantity not in excess of the capacity of that reser- <br />voir for ~se in Western Colorado in accordance with these operating principles. <br /> <br />"16. The Secretary of the Interior shall at any time have the option to <br />obtain or "require the transfer to the United States of any and all rights initi- <br />ated or acquired by the appropriation or use of water through the works of the <br />project in Eastern Colorado, except vested rights to present appropriations; pro- <br />vided, however, that the title so ~aken shall be subject to a beneficial use of <br />such water as may be provided in the p~ent contract or contracts; "The rights <br />to store water in Aspen Reservoir under the applicable laws of the State of <br />Colorado shall be initiated and acq\lired by and held in the name of the United <br />states pursuant to those laws. <br /> <br />"17. To assure project operation in conformity with the operating .prin- <br />ciples heretofore stated, to provide a means for the collection and interchange <br />of information, and to provide a method for the continued study of project opera- <br />tions to the end that, if the stated operating principles may be improved upon, <br />recommendations for changes may be made to the contracting parties, a commission <br />'"shall be created in an appropriate manner to be composed of one representative <br />of the Eastern Colorado Conservancy District, one representative of the Colorado <br />River Water Conservation District, two representatives of the United States, <br />and one representative of the State of Colorado appointed by the Colorado Water <br />Conservation Board after consultation with the Colorado Game and Fish Commission. <br />The powers of such commission shall be limited to the collection of data, the <br />making of findings of fact, and the suggestion of changes in operating principles. <br /> <br />I <br />
