Lineweaver <br />Actin,S Commissioner" <br /> <br />Mr. Breitenstein was called upon to present and explain to the Board <br />his report, which is hereinabove set out. !lis oral presentation consisted of <br />explaining the reasons forthe changes which were made in the Operating Prin- <br />ciples. His explanations w:ore supplemented by rather full statements made by <br />J. R. Riter. of the Hydrology Division of tr~ Branch of Project Planning, Bureau <br />of Reclmation, who reviewed the reasons for the position taken by the Commissioner, <br />and expressed his view of the effect of such revision on the Fryingpan-Arkansas <br />and the matter of the protection of Western Slope interest~. <br /> <br />Extensive discussion of such revisions by members of the Board followed. <br />Such discussion had to do principally .nth the revision of Paragraph 15 of the <br />Operating Principles formally approved by the Board (see Paragraph l5 of such <br />Operating Principles and the revision thereof set forth in the foregoing report <br />by Jean S. Breitenstein). Such discussion continued during most of the time of <br />the meeting. <br /> <br />I <br /> <br />In addition to the members of the Board, members_of the-Policy and Re- <br />view Committee, representing the Arkansas Valley, participated and urged that <br />action by the Board should not be unduly delayed because of the necessity of <br />the State of Colorado submitting to the Director of Re-giOll 7,- . Bureau of Recla- <br />mation, its final views on Operating Principles acceptable to the Bureau of <br />Reclamation in order that the report on the proposed ~yingpan-Arkansas Project <br />could be sent to Washington and reviewed by the Bureau~f Reclamation and the <br />Department of Interior for official submission to all affected states in com- <br />pliance vdth Section 1 of the 1944 Flood Control Act. ~__ <br />-."..,.".. . <br />, . <br />~ <br />Members of the Board from Western ColoradO expressed serious concern <br />as to whether or not the proposed revision of Operating Principles would be <br />acceptable to West Slope interests and urged that such revision should be <br />further studied and considered by the Colorado River Water Conservation IDistrict <br />BOard and the Southwestern Colorado \later Conservation District Board, being <br />official agencies created by statute to protect Western Slope interests in the <br />utilization of Colora.jo River water. These West Slope members of the Board <br />stated that they did not desire to make a final decision until the subject had <br />. been considered by these West Slope agencies and generally by the West Slope <br />interests. <br /> <br />~ <br />
