<br />July 13-14, 1998 <br />Agenda Item 23.d. <br />Page 2 <br /> <br />. <br /> <br />The status of specific study tasks is as follows: <br />Tasks 1-6 essentially complete Review existing documentation, collect data on existing M&l <br />and ag supplies and facilities, evaluate potential for M&l <br />conservation, make population and demand forecasts through <br />year 2040. <br />Tasks 7-]0 initial draft in review Determine and quantify future supply and storage needs, <br />evaluate capabilities of Fry-Ark project. <br />Tasks 11-12 in progress Scoping and screening evaluation of supply and storage <br />alternatives, A screening model and short list of 12-14 <br />alternatives has been agreed on. <br />Tasks 13-15 in progress Meetings and report preparation. Full review draft is <br />expected in late August <br /> <br />A public information and review process has been proposed, Steering committee meetings are open <br />to the public and notice is provided to any interested party wanting to be on the study mail list. <br />Study drafts have also been provided to interested parties. After the study draft is complete and fully <br />reviewed by the steering committee there will be a series of 3 public presentations to explain the <br />Needs Assessment and seek additional input before the report is finalized, The Board will receive <br />an approximately one hour presentation at the September meeting in La Junta and one of the public . <br />sessions will be held later in the day at La Junta. The tentative plan for the one hour presentation <br />to the Board is a 30 minute overview by CWCB staff, the SECWCD, and GEl; IS minutes of <br />questions from the board; and IS minutes of public comments limited to areas of interest to the <br />Board, <br /> <br />RELATED ISSUE <br />The US Bureau of Land Management [BLM] is conducting a water needs assessment in the Upper <br />Arkansas Basin, above Pueblo reservoir, and will be releasing its final report in early fall 1998 also, <br />The BLM study apparently focuses on non-consumptive water use goals for recreation, fish, and <br />wildlife and relies heavily on input from the Colorado Divisions of Wildlife and Parks. To date <br />there has been no opportunity to consider the BLM' s work in the SECWCD' s assessment, but Dan <br />McAullife at DNR-EDO is convening a state agency coordination meeting to be held on July 23 <br />where DNR agencies can compare objectives and study findings, One issue will be how to avoid <br />public confusion over the simultaneous release of the 2 independent studies. <br /> <br />RECOMMENDATION <br />These items are informational only and there is no recommendation for Board action. Staff will be <br />available to answer questions at the meeting or any other time.
