Application Summary

This is an application for approval of a plan for augmentation to cover evaporation from the Bell
Pond System that includes two off-channel ponds near Aspen. Applicant seeks to divert water from
the Roaring Fork River through the Bell Pump and Pipeline to maintain the water level of the Bell
Pond System to enhance the aesthetic value of the Applicant's property. Applicant proposes to
divert water at a rate of 1 cfs to fill the Bell Pond System and return any water from the system to
the Roaring Fork River approximately 200 feet downstream of the Pump and Pipeline. Applicant
proposes to release water from the Bell Augmentation Pond (total capacity=0.05) when there is a
call on the Roaring Fork River upstream of its confluence with the Fryingpan River and release
contracted water from the Basalt Water Conservancy District system if the call is downstream of the
Roaring Fork River's confluence with the Fryingpan River.
