<br />. <br /> <br />. <br /> <br />. <br /> <br />DOLORES WATER CONSERVANCY DISTRICT <br />WETPACK FEASIBILITY STUDY - SCOPE OF WORK <br /> <br />I. Detailed evaluation ofthe quantity and location of water needs, presently and 50 years in <br />the future for irrigation, municipal and industrial, fishery, and other identified needs. <br />II. Detailed evaluation of all potential water supply sources including: yield of existing and <br />new storage facilities, unused water in the Dolores River basin, utilization of third party <br />water supplies through purchase or lease (e.g. water rights and/or shares), conservation of <br />existing supplies, improved water management and other identified sources. <br />III. Evaluation of the potential to utilize, purchase or lease, existing storage facilities. <br />IV. Evaluation of new storage sites upstream of McPhee Reservoir, The Plateau Dam site is <br />the preferred site if found to be feasible, Beaver Dam site is the second priority if Plateau <br />is not feasible. If neither of those sites are found to be feasible, additional evaluations <br />will be necessary to determine other suitable sites, The evaluations will include field <br />work to address general geotechnical suitability and aerial photography to develop <br />topography; photography may be taken of all reservoir sites under study but topography <br />prepared only for the most feasible sites. <br />V. Evaluation of small storage sites (surface or alluvium) along the Dolores River upstream <br />of McPhee Reservoir to provide a firm water supply for plans of augmentation and <br />exchange plans. The evaluations may include geophysical data collection and test <br />drilling of alluvial sites as well as field work for reservoir sites described in item IV. <br />VI. Evaluation of storage sites along the Dove Creek Canal (a facility of the Dolores Project) <br />to provide water during periods the canal is not operated or is at full capacity for existing <br />uses. These sites include, though not limited to, Sharps Creek reservoir and Monument <br />Creek reservoir with evaluations similar to those described for the reservoirs in item IV. <br />VII. Evaluation of alternate facilities to deliver water to the needed locations using existing <br />and new facilities. The facilities could include pipelines, canals, pumps, etc.. <br />VIII. Investigation of available funding and revenues from delivery of water to the various <br />needs. For instance, what funding is available for fishery water or how much can the San <br />Juan County, Utah water users afford to pay. <br />IX. Formulation of alternative plans for various development scenarios. Appraisal level cost <br />estimates and appropriate financial analysis would be prepared for the alternatives. <br />General environmental analysis will be prepared to compare major issues. <br />X. Selection of a preferred plan of development based upon financial analysis and <br />comparison of risks and benefits. <br />XL Preparation of feasibility level plans, designs, cost estimates, and general construction <br />plans for the selected plan. <br />XII. Development of agreements with involved parties, if not finalized, to a point that <br />completion is imminent. The agreements might be with parties to provide water and/or <br />existing facilities and parties that would be utilizing the water supplies. <br />XIII. Preparation of environmental. documentation and possibly submittal of permitting <br />applications, if appropriate. The environmental analysis will require field work to <br />identify wetlands, endangered species habitat, and other critical issues, <br />XIV. Development of the financial package, describing the financing and repayment of the <br />costs to develop the plan. <br />XV. Preparation of a report describing the selected plan, <br />
