<br />172 <br /> <br />10. ~olorado requests that further. study be given to the <br />problem of access road routes to the Echo Park Dam .and Reservoir <br />before final selection of a route is made. The State submits <br />that such studies should be based upon the following considera- <br />tions in the national interest: <br /> <br />(a) Costs should be kept to a minimum consistent ,<ith <br />the immediate and ultimate purpose of the road. . <br /> <br />(b) Time required for construction of the road must be <br />given proper consideration. Substantial delays for difficult <br />road construction will correspondingly delay the commencement <br />and completion of the dam, and the ultimate realization of the <br />benefits therefrom. <br /> <br />(c) Inasmuch as supplies for the construction of the d~ <br />will be transported from existing railheads, both east and west <br />of the dam site, it would seem to be good policy, when con'sis- <br />tent with the above criteria, to locate the access road so <br />that service from neither direction would be placed at a <br />disadvantage. It would not appear to be good policy to <br />handicap unduly the closer of the alternate railheads. <br /> <br />Colorado's investigations of the matter indicate that a road <br />leaving highway U. S. 40 in the vicinity of Artesia, Colorado, and <br />following a northerly course to the dam site best fulfills these <br />requirements. <br /> <br />It is believed that the construction of this project, and <br />the recognition of the recreational values which will be made <br />possible by it, will ultimately involve roads to serve the National <br />Monument with its scenic and recreational attractions. <br /> <br />( <br /> <br />Colorado requests Region 4 of the Bureau of Reclamation not <br />only to make the necessarJI surveys and investigations for acce~s <br />routes to such dam and reservoir from the area in Colorado, here- <br />inabove mentioned, but also requests that, in the Bureau's con- <br />sideration of this matter, the State, and interested groups <br />within the State, be kept informed and a,dvised before a final <br />decision on the matter is made. <br /> <br />11. Colorado approves the principle that, in the selection <br />of projects to participate in the "Development Account", those <br />projects which will serve use of water within the natural basin <br />of the Colorado River in Colorado shall be given first consideration. <br /> <br />12. Colorado points out, and wishes to emphasize, that the <br />surve;)'s and investigations for project development within the <br />natural basin of the Colorado River, in COlorado, are far from <br />complete and in some areas therein have not been initiated. Ex- <br />tensive surveys and investigations of the potentialities for the <br />use of water for all purposes within such natural basin will be <br />required.
