"

May 11-12, 1998 Board Meeting
Agenda Item 26g-iy
Page 3 of3

.

identified as the recipient of the grant funds and has elected to use a local bank in Grand
Junction as the fund management entity. Consequently, we are revising our contract to
be with Reclamation and the Grand Valley Water Users Association. We have recently
received a proposed draft of the revised contract from Reclamation that reduces the three
agreements previously envisioned into one agreement. As this represents a significant
shift in our approach, we are carefully reviewing the new proposed contract and trying to
work out the final details, Hopefully, we will have final version ofthe contract ready for
signing in the next month or two.

Hil!:hline Lake Memorandum ofUnderstandin~

.

The improved operations of the Grand Valley Project will result in a reduction of the
historic discharges from the Government Highline Canal into Highline Lake of
approximately 9,000 acre-feet during August, September, and October. In addition, the
new pumping station will also pump water from Highline Lake back into the Canal at
certain times.
Colorado State Parks is the owner of High line Lake, the centerpiece of High line State
Pack. Highline State Park provides important boating, fishing, swimming and camping
opportunities for the Grand Junction area. In addition, the lake provides winter resting
area for a variety of migratory birds. Parks is concerned about the potential impacts new
operations could have on Highline Lake and is seeking a Memorandum of Understanding
with Reclamation and the Grand Valley Water Users Association that will assure the new
operations do not adversely impact the parks resources. A draft MOU has been prepared
by Parks and provided to Reclamation and the Grand Valley Water Users Association for
consideration. It is our understanding that the parties are very close to agreement on the
MOU.

.

~----
