The improvements include the following:
. Seven new check structures on the Government Highline Canal to help regulate canal
flows,
. Modification of eight existing check structures,
. A new pump station at Highline Lake to help regulate flows on the ",,:est end of the
canal,
. A new canal spillway located near Palisade or the start of the canal, and
. Automated monitoring and operation of the improved canal system.

These improvements will result in a reduced diversion requirement of approximately
28,400 acre-feet during the months of August, September and October. Prior to the
improvements, it was necessary to operate the canal under full conditions in order to
assure water deliveries. The reduced canal diversions will result, at least in part, in
reduced water deliveries from Green Mountain Reservoir to the Grand Valley Project.
Subsequently, the surplus Green Mountain Reservoir water can be released in a manner
that contributes to improved flow conditions in the IS-Mile Reach.

There are several actions required prior to the initiation of construction of these
improvements. The current status of each of these actions is discussed below.

Grand Vallev Water Mana!!ement Draft Environmental Assessment

The U.S. Bureau of Reclamation released a Draft Environmental Assessment that
covers both the efficiency improvements to the Government Highline Canal and the
agreement to deliver surplus water from the "historic users pool" in Green Mountain
