Approximately $35,000 of the original appropriation remain available.
Staff is suggesting that the Board obtain legislative authorization to participate in the study at this
time, but reserve the right to decide on its actual level of participation until such time as a Scope of
Work for the study, cost estimates, and cost-sharing requirements are determined. The PRWCD
would come back to the Board later this year with a detailed plan and funding request for the Board's
review and approval prior to any funds being expended for these new purposes.

RECOMMENDATION

Staff recommends that the Board seek authorization in the 1999 Construction Fund Bill to expand
the purposes of the investigation authorized in HB95-1155. Attachment A contains proposed
language to accomplish this for the Board's consideration. Staff should be directed to work with the
Attorney General's Office, Legislative Legal Services, and the bill sponsors to prepare appropriate
language and an amendment to the 1999 Construction Fund Bill to add the new study purpose.

cc:

Thelma Lujan
Jeris Danielson
Julianne Woldridge

C,'$RN/l.IiRIODlERAL\BOARDIoIl!toNIII6UWfO
J....;,.11.1999
